This week’s meeting of American bishops in Baltimore offers an important test of whether the Roman Catholic Church is prepared to do what’s necessary to restore the hemorrhaging credibility of its priests and prelates. The assembled bishops will vote Thursday on rules for implementing new directives by Pope Francis.
